The UK and US have agreed to a significant bilateral deal that will maintain no tariffs on British medicine shipments going into the US market.

Key Provisions of the Pact

As part of the deal, the UK has committed to raise spending on medicines through the NHS. This move ensures that duties on these key exports will stay at nothing for a period of 36 months.

This deal is in response to previous warnings to significantly raise import taxes on branded pharmaceutical products, with potential rates floated as high as double the cost.

"This agreement with the UK strengthens the worldwide climate for new treatments and brings much-needed fairness to transatlantic pharmaceutical trade," an announcement noted.

Economic Significance

Medicines are one of the the United Kingdom's most significant exports to the United States, which is clearly the biggest destination for large British pharmaceutical firms.

Export figures reveal that in the one-year period leading up to September, the UK sold medicines totaling £11.1bn to the US. This figure made up a significant portion of British export trade in that timeframe.

"This deal secures work, increases funding and sets the stage for the UK to emerge as a worldwide center for medical research," a minister stated.

Key UK Commitments

The agreement involves several key pledges from the United Kingdom:

  • Price Threshold Increase: The UK will lift the affordability limit at which it considers new medicines to be too expensive by 25%.
  • Boosted Medicine Funding: There is a target to increase overall health service expenditure on drugs from 0.3% of Gross Domestic Product to 0.6% over the following ten-year period.
  • Payback Limit: The sum pharmaceutical firms must refund to the NHS to control costs will be limited at 15%. In the past, repayments were more than 20%.

Broader Context

This agreement follows a long-running tension between the pharmaceutical industry and the ministers over spending levels and NHS adoption.

The disagreement were intensified by claims that American customers were paying a premium for the identical medicines than people in the UK and Europe.

Over the last 18 months, several significant manufacturing plans in the UK have been halted or abandoned, while major expansions have been directed toward US facilities.

The Science Minister stated that the NHS needed to spend more on treatments, noting that its expenditure on drugs had decreased as a share of its resources over the past decade.
